This paper summarizes 97 policy documents issued independently and jointly by the State Council, the Ministry of Education, the Ministry of Science and Technology and other departments since the 11th 5-years Plan. Through the analysis of the number, subject, content of the text and the comparative analysis at different stages, It is found that since the 11th 5-years Plan, the focus of national talent training policy has changed from disciplines construction, introducing overseas talents to training high-level talents in short supply. It reflects the national strategic orientation and major needs from enhancing the ability of independent innovation to promoting the development of core "bottleneck" science and technology and improving the development ability of service regional development capacity. The focus of collaborative education policies is the transition from joint training of postgraduates, the construction of science and technology parks and joint laboratories, and construction of digital campus to combination of science and education and integration of industry and education, which reflects the important conclusion of the transformation of collaborative education mechanism from general combination to deep integration of science and education and industry. In the new era, China''s graduate education should be guided by service-oriented, and deepen the comprehensive reform of graduate education, consciously take on the new theme of promoting the transformation of graduate education to the new theme of high-quality development, so as to make greater contributions to accelerating the construction of China''s important talent center in the world.
