以中国科学院知识产权专员制度的建立为对象，研究建立知识产权专员制度的基本思路和知识产权专员发展的现状，结合知识产权专员制度发展中出现的新问题，对知识产权专员与科研项目结合的机制进行了梳理和分析，就进一步加强知识产权专员制度建设提出了政策建议。

In this study, the establishment of Intellectual Property Rights (IPR) Commissioner System in Chinese Academy of Science was investigated, by studying on the fundamental ideas and current advancement of the IPR commissioners system. And also to analysis some key instruments of combining IPR commissioners’ policies and the science research, with the new problems arising from the implementation process, thereby bring forward related policy suggestions.
