战略性新兴产业是指基于新兴技术，技术含量高，出现时间短且发展速度快，具有良好市场前景，具有较大溢出作用，能带动一批产业兴起，对国民经济和社会发展具有战略支撑作用，最终会成为主导产业和支柱产业的业态形式。当前，我国战略性新兴产业发展与发达国家基本处于同一水平线上，但关键核心技术的知识产权掌握不足，有可能面临发达国家知识产权和低碳两个方面的挑战。本文研究了战略性新兴产业的内涵、 特征、产业选择原则与范围，并提出了促进战略性新兴产业发展的政策建议。

The strategic emerging industries refers to industries which can drive a group of industries emerging and support state economic and social development with high and new technologies,short emerging time and quick development speed, good future market demand. Nowadays, the strategic emerging industries of China have good technological and industrialization advantages and good development opportunities, but they still have weakness of deficient key technologies with indigenous intellectual property rights, and face intellectual property rights pressure and low-carbon challenge from developed countries. It is necessary for China to constitute a plan and set down new policies for development of the strategic emerging industries, support research and experiment of key technologies and their industrialization. For a long run, enhancing creation and utilization capability of intellectual property right of the strategic emerging industries now is particularly important.
